2027 Military Pay Raise: What It Changes for JBSA Home Buyers

by Christopher Beal

LAST UPDATED: NOVEMBER 5, 2026 | BY CHRISTOPHER BEAL, U.S. ARMY VETERAN & REALTOR

Short answer: As of November 5, 2026, the January 2027 military pay raise is still a proposal, not a final number. The President's August 26 plan sets 7 percent for E-1 to E-5, 6 percent for E-6 to O-3 and 5 percent for O-4 and above; the Senate Armed Services Committee bill would give everyone 3.6 percent, and Congress has not finished the defense bill. For a JBSA home buyer, the raise changes basic pay, not BAH, and most lenders qualify you on the pay your current LES shows. Plan your purchase on today's pay and treat the raise as extra margin once it actually appears.

A 2027 raise would lift basic pay in January; it does not change BAH, which is set separately by location.

Key Takeaways

  • The 2027 raise is not final as of November 5, 2026. Two numbers are on the table: a tiered 7, 6 and 5 percent plan from the President and a flat 3.6 percent in the Senate committee bill.
  • 3.6 percent is what the standing pay formula in federal law produces for 2027, based on private-sector wage growth.
  • A basic pay raise does not raise your BAH. 2027 BAH rates had not been published as of this update; last year's rates came out on December 11.
  • Most lenders qualify you on the income your current LES documents. Do not stretch your price on a raise that has not reached your paycheck.
  • If you close in early 2027, the raise can add margin to your budget once it shows up; ask your lender how and when it will count it.

Where Does the 2027 Military Pay Raise Stand Right Now?

Quick answer: It is proposed, not final. The President's alternative pay plan, the House-passed defense bill and the Senate committee bill do not agree on one figure, and as of November 5, 2026 the National Defense Authorization Act for fiscal 2027 has not been enacted.
Source Proposed January 2027 raise Status on November 5, 2026
President's alternative pay plan (August 26, 2026) 7.0% for E-1 to E-5; 6.0% for E-6 to O-3; 5.0% for O-4 and above Sent to Congress; effective January 1, 2027 unless law sets a different rate
House defense bill (H.R. 8800) Supports the President's 7-6-5 plan Passed the House July 22, 2026; received in the Senate
Senate Armed Services Committee bill (S. 4784) 3.6% for all grades Reported; no Senate floor passage
Standing formula in 37 U.S.C. 1009 3.6% (private-industry wage growth, 12 months ending September 2025) The default the law produces

Sources, read November 5, 2026: the President's alternative pay plan (House Document 119-189), the Congressional Research Service summary of the FY2027 pay proposals (July 14, 2026), the official bill status record for H.R. 8800, the pay-adjustment statute and the BLS Employment Cost Index release (3.6 percent wage and salary growth over the year ending September 2025). I will update this table when a final rate is enacted.

Why two numbers? Federal law sets a default raise equal to private-sector wage growth, which works out to 3.6 percent for 2027. The President proposed a larger, tiered raise that favors junior enlisted members, and the House bill backs it. The Senate committee stayed at the formula. The final figure depends on what Congress enacts, and conference negotiations on the defense bill had not finished at this update.

Does a Pay Raise Change My BAH?

Quick answer: No. The pay raise applies to basic pay. BAH is a separate allowance set by duty location, grade and dependency status, and the Department publishes new BAH rates on its own schedule. The 2027 JBSA rates had not been released as of November 5, 2026.

For a buyer, that difference matters. Your housing allowance, not your basic pay, is often the bigger piece of what you budget for a mortgage near JBSA, and it moves with local housing costs rather than with the raise. Last year's rates were announced on December 11, 2025, effective January 1, 2026. Until the 2027 table is out, plan with the current rates in my 2026 JBSA BAH rates page, and see the JBSA BAH buying power guide for how lenders count BAH as income.

Will a Lender Count the 2027 Raise When I Apply?

Quick answer: Usually not until you can document it. Lenders generally qualify you on the pay shown on your current Leave and Earnings Statement. A raise that has not been enacted or paid yet is hard to document, so expect to be approved on today's numbers.

Ask your lender this one question early: "Will you count the January raise, and what do you need to see first?" Some lenders will wait for the first LES that shows the new rate. Either way, a raise only adds to your qualifying income; it never lowers it, so getting approved on current pay is the safe baseline.

Here is the scale of the difference, using a hypothetical $3,000 monthly basic pay (not a real pay-table figure; check your own grade on the official DFAS table once it is published):

Raise scenario Monthly basic pay increase on $3,000 Yearly increase
3.6% (Senate committee / formula) $108 $1,296
5.0% (O-4 and above in the President's plan) $150 $1,800
6.0% (E-6 to O-3 in the President's plan) $180 $2,160
7.0% (E-1 to E-5 in the President's plan) $210 $2,520

Illustration only: gross basic pay before taxes and deductions, on an assumed $3,000 monthly base. It does not include BAH, BAS or special pays.

An extra $108 to $210 a month in gross basic pay is real money, but it is small next to the swing that interest rates, property taxes and insurance create in a San Antonio payment. It can help a borderline debt-to-income picture; it should not be the reason you move up a price band. Should I Buy Before or After January If I PCS This Winter?

Quick answer: Let your report date and the home you want decide, not the raise. If you can close before January on today's pay, the raise is a bonus afterward. If you are closing in January or February, ask your lender whether waiting for the first LES with the new rate would change your approval, and weigh that against holding a rate lock or losing the home.
  • Closing in November or December: you qualify on current pay. The raise, whatever it ends up being, lands after closing and helps your monthly budget.
  • Closing in January or February: the raise is scheduled to take effect January 1, 2027, if the final law keeps that date. Active-duty pay is usually issued twice a month, so a mid-January payday is typically the earliest place a January raise would appear; confirm with your finance office, and ask your lender whether it wants that LES.
  • Waiting on BAH: if you are deciding between areas near JBSA-Lackland, JBSA-Randolph and Fort Sam Houston, the 2027 BAH table is the number that can move your budget more. Build the plan on current rates and recheck when the new table publishes.

Frequently Asked Questions

Is the 2027 military pay raise final?

Not as of November 5, 2026. The President's plan proposes 7, 6 and 5 percent by grade, the Senate Armed Services Committee bill proposes 3.6 percent for everyone, and Congress has not enacted the fiscal 2027 defense bill.

Why is 3.6 percent the number in the Senate bill?

Federal law sets the default raise equal to the growth in private-industry wages and salaries measured by the Employment Cost Index. For 2027 that figure is 3.6 percent, for the 12 months ending September 2025.

Does the pay raise increase my BAH in San Antonio?

No. BAH is set separately by location, grade and dependency status. The 2027 rates had not been released as of November 5, 2026; last year's rates were announced on December 11 and took effect January 1.

Can I use the 2027 raise to qualify for a bigger VA loan now?

Usually not before it is paid. Lenders generally rely on your current LES. Get approved on today's pay, and ask your lender whether and when it will count the new rate.

When would the raise show up in my paycheck?

The President's plan sets an effective date of January 1, 2027. Because active-duty pay is usually issued twice a month, many members would first see it in mid-January, if the final law keeps that date. Confirm with your finance office.

Should I wait for the raise before buying near JBSA?

Not usually. Your report date, interest rates and the right home matter more than a raise of roughly $100 to $200 a month on a typical basic pay. Plan on current pay and treat the raise as margin.

Here is the short version of this post in under a minute: plan your JBSA purchase on the pay your current LES shows, and treat the 2027 raise as extra margin once it actually lands.
